Abstract

A parent or guardian of a student with a disability may at times feel confused by the long lists of jargon that accompany the area of special education. Through reading various special education books and interviewing educators, I have familiarized myself with Public Law 94-142 and condensed its most crucial points into a handbook. This handbook, "Special Education: A Primer for Illinois Parents of Students with Learning or Behavioral Problems," is designed to explain clearly to parents and guardians of students with disabilities the purpose of Public Law 94-142 and the rights to which these parents and guardians are entitled. Each section of the handbook describes a different step in the evaluation placement and annual review of the special education student and a glossary is provided to aid parents in the understanding of the text. The handbook is written in both Spanish and English to meet the needs of an expanding multi-cultural society.
